Democratic Congressman Ben McAdams is pushing legislation that typically rallies conservative lawmakers.

The freshman congressman is sponsoring a Balanced Budget Amendment along with other moderate Democrats that make up the so-called Blue Dog Coalition.

Under the legislation, the federal government would not be allowed to spend more money than it takes in during the fiscal year, with exceptions in times of war or when facing a recession.

McAdams says Congress needs to consider a new way to force fiscal discipline since both parties punt on passing any sort of budget.
