Governor Gary Herbert says a change in the state's color-coded COVID-19 guidance system will allow schools to reopen this fall. 

The governor said even if an area of the state is in the orange risk category schools can open. 

The prior guidelines didn't allow that. 

The Salt Lake City School District has been in the orange or moderate risk category and now can open. 

Herbert said masks will be required at all Utah schools for everyone including visitors.  Masks will be provided to all students.
