Utah Governor Gary Herbert is keeping most of the state in the yellow phase of the reopening process as Southern Utah's daily COVID-19 cases reached a new high.

Herbert says nobody wants to return to normal quicker than him, but he doesn't want to do that and then have to take a step back.

This decision comes as the Southwest Utah Public Health Department reported that the region's coronavirus cases are up about 99-percent and yesterday's daily cases set a new single-day high with 38.

The governor emphasized that social distancing and face coverings will need to be taken seriously in southern Utah as Washington and Iron County are seeing increases in cases.
