(St. George, UT) -- Utah House District 72 candidate Willie Billings still wants a hand count of every ballot in the primary election, as Joe Elison remained the winner after a recount this week. Washington County Clerk/Auditor Susan Lewis says hand recounts are more likely to result in bias and human error.
