The ballot measure that could eventually lead to changes in government for San Juan County is failing in the early vote count.

Under Proposition Ten, the county would authorize a study committee to look into potential changes from the current three-member County Commission.

Currently, the "no" votes lead the "yes" votes by about 120.

The County Clerk's Office says they have about seven-hundred ballots that are still uncounted.
