The legislation includes new resources to allow states to implement extreme risk protection orders, investments for mental health treatment and school security upgrades. The bill also adds new scrutiny for gun buyers under the age of 21. On Twitter, Romney says the plan would strike a balance of protecting the rights of Americans, while saving lives.
