Doctors with the Utah Department of Health are telling lawmakers that the state is not ready to move to the lowest level of its COVID-19 risk measurement. 

Testifying before the Utah Legislature yesterday, state epidemiologist Dr. Angela Dunn said the state is currently in the acceleration phase of the outbreak, with a rise in positive tests and hospitalizations climbing. 

While some lawmakers continue to push for a move to green due to economic concerns, others say it's still too early because of the rising number of cases. 

The Legislature is meeting in special session this week, mainly to deal with the impact of COVID-19 on the state's budget.
